viNGN, INC. (“viNGN”) whose headquarters is located at 3 King Cross Street, Christiansted, St. Croix, U.S. Virgin Islands 00820, and which has St. Thomas offices located at Warehouse K, 9015 Havensight Mall, Estate Thomas, St. Thomas, U.S.Virgin Islands 00802, intends to acquire diesel delivery service for its Fiber Access Points (FAPs) on St. Croix, St. Thomas and St. John. Persons or firms interested in being considered are requested and encouraged to submit their proposals, which may be presented as a fixed dollar amount, as a market price plus a percentage, or other pricing structure as long as the proposal clearly articulates all cost elements and provides a detailed breakdown and description of all terms and conditions so as to enable viNGN to assess the merits and technical attributes of each proposal.
Proposals may be submitted for all three (3) islands, one island, or a combination provided that bids submitted for more than one island are broken down by island. viNGN reserves the right to select multiple firms or a single firm in order to obtain the best value consistent with the selection criteria set forth in Part II of this solicitation.
